Chinese Official Document Drafting (gongwen-draft)

Drafts and rewrites statutory Chinese government documents — notices, requests for instructions, reports, letters, circulars, replies — by first fixing the document type, then checking correspondence rules, then writing to the type's skeleton.

Docs & OfficeIntermediate★ 348⑂ 16AI score 9/10Last updated: Nov 4, 2026

What it does

  • Picks the right document type first: a four-question test (whose name, to whom, what action, which types the unit may use) selects among 通知/请示/报告/函/通报/批复/意见/签报, always citing clauses of the Regulations on Handling Official Documents of Party and Government Organs.
  • Checks correspondence rules twice (before and after drafting): single primary addressee, no skipping levels, no cc'ing subordinates on upward documents, one matter per document, reports must not embed requests.
  • Writes to a per-type skeleton: title, addressee, body, attachment note, signature, date, type-specific closing phrases, and typical length ranges given in a lookup table.
  • Fact discipline: document numbers, amounts, dates, cited files, and approval decisions come only from the user; anything missing is marked 【待补】 rather than invented.
  • Automated linting and delivery: runs gongwen_lint.py, draft_check.py, fact_diff.py when Python is available, and saves output to 公文/<date>-<title>/正文.txt.
  • Confidentiality gate: stops on classification markings and asks for anonymisation of personal identifiers.

Who it's for

  • Document officers in Chinese government agencies, public institutions, and state-owned enterprises.
  • Administrative staff at universities, hospitals, and schools writing internal submissions or external official letters.
  • Trainees learning the Chinese official-document system (a teaching mode explains each choice).

Example uses

  1. “Write a request to the Finance Bureau for funding” → the skill detects there is no subordinate relationship and drafts a 函 (letter) instead of a 请示, citing the governing clause.
  2. “Forward this higher-level document to our subordinate units” → traces back to the originating issuer, drops pass-through layers, and removes duplicated “关于…关于…的通知的通知” in the title.
  3. “My existing report uses the wrong document type” → Mode 2 diagnoses the issues with clause citations, rewrites it in the correct type, and splits the request portion into a separate 请示.

Install the skill I found on AI Skill Mart.
Copy the skills/gongwen-draft folder from the GitHub repo duyunzhoudyz/dyz-gongwen-skills into my ~/.claude/skills/gongwen-draft/.
When it's done, tell me in one line what this skill can do.

Install with a command instead

git clone https://github.com/duyunzhoudyz/dyz-gongwen-skills.git && mkdir -p ~/.claude/skills && cp -r dyz-gongwen-skills/skills/gongwen-draft ~/.claude/skills/

⚠ This is a third-party skill. Check the source repository before installing.

  1. Open a terminal.
  2. Clone the repository: git clone https://github.com/duyunzhoudyz/dyz-gongwen-skills.git
  3. Create the skills directory: mkdir -p ~/.claude/skills
  4. Copy the skill in: cp -r dyz-gongwen-skills/skills/gongwen-draft ~/.claude/skills/
  5. Verify that the references/ and scripts/ folders came along — without them the per-type detail files and automated checks will not run.
  6. If you want the linters, confirm Python 3 is available: python --version
  7. Restart Claude Code and try a prompt such as “draft a meeting notice” to trigger the skill.
  8. (Optional) Create .gongwen/单位画像.md in your working directory describing your organisation so the skill tailors wording to your unit type.
