What it does

Enforces an 8-item pre-send checklist: ticket integrity and approval gate, network match, API wallet authority (userRole/extraAgents), price still within slippage, tick/lot rounding rules, cloid + nonce + expiresAfter, one-action-per-send, and no unreconciled sends outstanding.
Mandates send exactly once with no retry loop. Timeouts, resets and 5xx are treated as unknown results that may have executed: query orderStatus, openOrders, userFills and clearinghouseState, and wait past the signed acceptance deadline instead of resending.
Defines post-send reconciliation, risk-reservation updates, and the execution report handed to the Trade Reviewer.
Covers cancels, modifies, leverage changes and closes as separately approved tickets, including the replace-then-cancel ordering so a position is never left unprotected.

Examples

Take an approved entry ticket, verify rounding, the 10 USD minimum notional and matching leverage, then send entry + stop + take-profit as one grouping: normalTpsl action and record the reconciled fills.
A send times out: do not resend — look up the cloid, wait for expiresAfter to lapse, reconcile once more, and only then request a fresh ticket for a replacement.
Closing a position with a reduce-only IOC that partially fills: resize protection for the remainder first, then cancel the stale trigger.
